Which Manchester Release System?

Clay County’s custody map is unusual. The county detention center and the federal Manchester complex operate in the same county, while Kentucky state inmates may also be housed in local jails. A search for a “Manchester release” must be matched to the right sovereign. CCDC uses a county booking number, KDOC uses a DOC number, and BOP uses a federal register number. Those identifiers are not interchangeable.

Where CCDC Releases Go

A bond, recognizance order, dismissal, or sentence completion can send a person into the community, although the court case or supervision may continue. Parole and probation mean the person is outside institutional custody but subject to legal conditions. Final discharge is different because it ends the relevant supervision term.

A CCDC transfer can lead to another jail, KDOC, BOP, USMS, ICE, treatment, or medical custody. Kentucky VINE can help flag a custody event, but its event label must be read closely. A transfer alert is not a release to the community. Likewise, a KDOC daily report naming CCDC documents a state-corrections event at that housing site, not every exit from the county jail.

For a durable result, pair the physical release record with the legal or destination record. That may mean CCDC plus the court file, CCDC plus KOOL, or CCDC plus a federal locator. The two-source approach prevents a roster disappearance from being overstated.


Federal Status After CCDC

FCI Manchester adds a separate federal release route inside Clay County. BOP retains federal release dates and warns that “Not in BOP Custody” may coexist with another authority’s custody or with supervised release. A BOP result cannot clear a CCDC, Kentucky, immigration, or other hold.
